Rep. Pavlov supports plan requiring state agencies to accept cash payments
RELEASE|April 6, 2026

State Rep. Joseph Pavlov recently voted in support of a plan to ensure Michigan residents can continue using cash when making payments to state agencies.

House Bill 5340 would require all state agencies to accept cash as a form of payment, in addition to other payment methods, and would prohibit charging any additional fees for cash transactions. The plan is intended to ensure all residents, including those without access to banking services, can fully access state services.

“Not everyone has access to a bank account or digital payment options, but everyone still needs access to basic government services,” said Pavlov (R-Smiths Creek). “Cash is legal tender, and people should be able to use it without facing extra barriers or fees.”

Supporters of the legislation note that a portion of households rely heavily on cash for everyday transactions, and limiting payment options can create unnecessary obstacles when interacting with state government.

“This is about fairness and accessibility,” Pavlov said. “State government should be making it easier, not harder, for people to pay for services and take care of their responsibilities.”

House Bill 5340 passed the House and now moves to the Senate for further consideration.
